On Tuesday, September 21, 2008, I received a phone call from my applicants who currently was in Kediri Police Station. She was Ex-Taiwan maid who wants to return to Taiwan, and was applying for Police Letter as requirement to work in Taiwan. It was distress call from her, where the police requested for Binamandiri’s UP3TKI (Registration Unit) recommendation letter from Disnaker Kediri (Department of Manpower Kediri District). Well, because Binamandiri doesn’t have any UP3TKI at Kediri City, we cannot provide with the letter. I thought the police will assist her to get the police letter by showing recommendation letter from my company and copy of my license. My assumption is WRONG !!. The police was asking for other documents, which is very ridiculous. They were asking for “Surat Penempatan (Placement Letter)” and “Surat Ijin Rekrutment (Recruitment Letter)”. After discussing with the police, I manage to understand the letters which they mean, thus were “Surat Ijin Pengerahan (Recruitment Clearance Letter)” and “Surat Rekom Rekrut (Recruitment Recommendation Letter)”.
I didn’t know how to express my feeling at that time, Confuse! Upset! Stunned !This is type of Indonesia bureaucracy: COMPLICATED From my practitioner and professional point of view, shouldn’t the police checking her criminal record or any record which is related with her data or any police record? Why the police has to ask other letters issued by other Government Institution, BNP2TKI, which is mostly related with my company? What do other government letter got to do with the police letter ?The letter that the applicant was asking is called POLICE LETTER not POLICE-BNP2TKI Letter; is called Ms. X POLICE LETTER not Ms. X and Binamandiri POLICE LETTER. It is a letter for individual explaining about any criminal record of the person, that is POLICE LETTER.
It just so silly, and make the police very stupid and silly also by asking other Government letters which they don’t understand at all, and they won’t write anything related to that other government letters in it.Actually it just about policy whether the police willing to help the applicants instead they just make it difficultIf I ask for the police letter for the same purpose, I can guarantee the police won’t ask any other letters. It just show that Indonesia Police put Domestic Helper who want to look for better future overseas, as a lowest class in society and should be targeted as an object to be extorted for they own personal benefit.
That is INDONESIA POLICE so be aware and be caution (KK)
