Why currently Indonesia SHORTAGE of domestic workers ?

In the past two years, Binamandiri received many offers and requests for cooperation or to re-establish previous cooperation from various agencies in various countries in Asia (Hong Kong, Malaysia, Singapore, Taiwan and Brunei Darussalam). Most of the agencies are big and well-establish one, others still new establish agencies but most of them still new for Binamandiri.

It doesn't surprise Binamandiri, when now many agencies look for cooperation to many Indonesia Manpower companies....all Manpower companies experience significantly shortage of workers especially domestic workers where 99% of Indonesia Manpower Companies only focus to place Domestic Workers.

Many reason caused the shortage of Domestic Helper supply in Indonesia, thus are :

  1. The Application of Ordinance No. 39/2004, where it is stated that the minimum age to work in individual employer is 21 (twenty one) years, 3 years older than the previous ordinance. Previously we recruit workers graduate from High School which mainly 18 – 19 years old, but since the ordinance application, we have to wait for 3 years before we can have enough supply like we used to have.

  2. Exploitation of Negative News by Indonesia Media about Indonesia Manpower Overseas and there isn't any counterstrike from government for damage control. YES, there are many negative news which happen to Indonesia Workers Overseas who are unfortunate, but these news only happen for Indonesia Workers who have been placed illegally, undocumented, untrained and surely unrecorded by Indonesia government. 99% negative news were from the illegal workers and those illegal workers are 2% of total placement overseas. Although only 2% and brought many negative news, the effect is very massive to influence Indonesia people. There are far more successful story compare with the sad or miserable news about Indonesia worker, and somehow Indonesia Media are not very interested to cover it nor Indonesia Government as counterstrike. Thus make the intention to work For Indonesia “Good News in not a News, Bad News is Good News”

  3. Less support from the Government towards Indonesia Workers Overseas. Such as in Philippines, when one of the maids was sentenced to be beheaded in Saudi Arabia because she claimed that she was defended herself and mistakenly killed her employer, The President, Ms. Aroyo, flew to Saudi Arabia to plea and negotiate for her execution and the national media blow up the news. Surely We don't expect our President, SBY, to do the same things, but at least from Minister level can always act like that, It is his job. Minister of Manpower ever gave a speech in a meeting forum , that he just assisted and facilitated 100 Indonesia Workers in Kuwait to return to Indonesia, but it was just his claim, we never read in the newspaper or watch about it in the Television. What we need is real media news about the support from Indonesia Government for Indonesia workers who are unfortunate, such as what Indonesia Minister claimed, so that Indonesia people know that their government actually support and protect them.

  4. Many exploitation by Indonesia Official, which make the process high cost and complicated, that's why many people prefer to work overseas illegally. If we have to comply with the normal procedure, the process will have to pass 20 offices, and each offices has normal fare and under table fare, no doubt about it.

  5. President SBY, seems to be succeed to bring up the economy of villages, by dispersing millions rupiah to each villages so that the people can organize the grant money based on their needs and demands for that villages involving all village people. It is not a loan money, but each village has to make sure that the money can be a good investment for the village.

Probably we can start to have enough supply of domestic workers on year 2009 – 2010, after 3 years of the ordinance application, or when the government has real action to counterstrike all negative issue,....... But we never knew what will happen in the future, cause I taught the increase of oil price which directly increase the poverty level, but people who wants to go to overseas, still very LOW.
