Learning Different Way of Farming (REPOST with Photo)


An Article taken from Waikato Times Farmer January 2009 Edition about one of Binamandiri's Pilot Project workers :

Christmas was definitely a different experience for 23-years-old Fatkhur Rohman from Indonesia.
He came to New Zealand in June 2008 to work in dairy farm in South Waikato.
Fatkhur now works as an assistan herd manager looking after 650 cows which has been a very different experience – having come from his family farm in Indonesia. Where he learned farming skills from his father.
The family farm has five cows and two calves. Those cows are fed using a cut and carry system, feeding mainly elephant grass, banana leaves and vegetable leaves. The are milked by hand and the milk is carried to the co-operative twice a day in milking cans.
Fatkhur first heard about New Zealand agriculture through a Discovery Channel programme he watched on television in Indonesia.
He could see that working in New Zealand agriculture would give him the opportunity to learn about a different way of farming that he could apply to the family farm on his return to Indonesia. When the chance arose to come and work on a New Zealand dairy farm, through ATR-Fegan, Fatkhur applied for the position along with a group of other Indonesians.
After, being accepted into the ATRFegan intake, he completed a four week English language and New Zealand culture course. Two months later he arrived in New Zealand ready to begin his Kiwi farm experience.
Since arriving on-farm, Fatkhur has found the favourite part of his job to be getting the cow in and milking.
Learning a new farming system is a challenge but he wants to continue learning the Kiwi way. Managing the key dates of calving, matting and drying off cows is something that he has found to be intriguing. As this is not so structured in Indonesia.
The pastured-based feeding system has also been interesting as it is so different to what he is used to on his family farm.
Although there have been challenges along the way, Fatkhur has adapted very well to his new home and job in New Zealand.
One of the hardest things he has had to deal with has been living so far away from his family.
“My parents are very proud of me for coming to work in New Zealand. They want me to improve my farming skills,” he says.
Fatkhur plans to return to Indonesia in a few years where he will be able to implement a mix of both New Zealand and Indonesian farming practices on his family farm.

Previously Binamandiri was one of two company in Indonesia who had license for placement to Australia, under MOU between OSS International Ltd and Disnaker Jawa Timur, unfortunately the MOU was death in the water. Due to Moral Obligation towards prospective applicants who already submitted their CV to Binamandiri, on December 2008, Binamandiri seek new opportunity in Australia courtesy of Western Australia Government. Binamandiri has managed to deal with several prospectives Recruitment Agencies in WA.
The previous site which were designed according to the MOU content while the new subdomain will give more general information about working in Australia with detail requirements.

Minister VS BNP2TKI, The Battle Continues ...

The information was already given by Mr. I Gusti Arke, Acting Directorate General of Placement and Protection Indonesian Workers Overseas of Department of Manpower and Transmigration, mid January 2009 referring to revision of Minister Regulation (Permen) 22/2008 about the authorities of National Board of Placement and Protection of Indonesia Workers Overseas (BNP2TKI), Minister Level of Operational Unit directly under President.

The main idea of the revision are to cut off the authority of BNP2TKI which will be only handle placement under G to G and only for Korea Placement and Nurse Placement to Japan. The rest of authority will be share-handled by Department of Manpower and Transmigration and Local Government (Province and City). The Minister Regulation will be put effective on 1st February 2009 with 6 months transition time

Since then, it becomes controversial among stakeholders in Manpower Industry. The Minister said, the main purpose of the revision is to straighten the Ordinance 39/2004 about the authority of BNP2TKI while Chairman of BNP2TKI said the minister is envy because part of his authority was taken based on the Ordinance 39/2004, and he wants to take it back.

Each institution has met with the parliament to clear this matter, but unfortunately no solution has been made. The parliament would like to invite both in the same occasion, but both institutions don't want to be met together with their own unreasonable political excuse. 

What ever the matter are, the battle between Minister and BNP2TKI just only gives confusion to manpower company such Binamandiri, local governments and obviously Indonesia Workers. Yet they never realize it and the more care with their own ego rather than public service.

From Binamandiri objective point of view without any preference to certain party, the revision of Minister Regulation is extremely ridiculous especially if being done this year, because of the following reason :

  1. The Idea to create BNP2TKI was to have similar excellent body such POEA in Philippines who has big authority to control placement of Indonesia workers to overseas. BNP2TKI is supposed to coordinates 18 departments/institutions who have interest in Manpower placement. Each departments and/or institutions has to send their rank officer as their representative and liaison in BNP2TKI so that the policy of Indonesia Manpower Placement can be synchronized with other departments and institutions
  2. If the minister want to extract back the authority of BNP2TKI to his department with the reason to straighten the role of BNP2TKI according to Ordinance 39/2004, why he just decided Now ? BNP2TKI has been exist for almost 3 (three) years... it is too late !!! Does the minister read the the ordinance when BNP2TKI was established and Mr Jumhur was inaugurated by President ? Because he could directly create the regulation to guidance the role of BNP2TKI, and not waiting after 3 years. 
  3. We have been in transition period for 3 years since BNP2TKI establish, and when all stakeholders in Manpower Industry are get used with the system, and we all try to build better system by trial and error on the experiences.... suddenly the minister just revoke the regulation and start a brand new system and we (all the stakeholders) have to adjust again.... with all trial and error that we never know in the future. Such a very good Indonesia bureaucrat, … by always to make everything difficult while it can be done easily
  4. Why the President or Indonesia Government have to bother to create new Institution such BNP2TKI, with new arrangement of organization, budget, office, and everything related if now the minister just revoke most of the authorities. Indonesia government or minister level can just create new directorate general under his organization just to accommodate for the small role of BNP2TKI, and it won't cost hundreds billion rupiah such creating new Institution like BNP2TKI.
  5. By sharing the authorities to local government, it just mean that either the process will be more problems because no local regulation has been made to accommodate the authorities so they don't know how to do it, else it will be more costly as local government will charge for local retribution. But the most important and trouble thing, that each local government will have their own regulation and we have to adjust or comply which each and every local governments. I can't imagine how costly and exhausted the process will be.
  6. With Global Crisis facing Indonesia, and gives big negative impact to Indonesia, either BNP2TKI or Minister willing to end this war, because they both rejected Parliament offer to meet together and find good solution for the dispute. They have ego and power to uphold, rather than to save our Nation from increase of unemployment.

Until the President himself set the game rule (because both claimed that they only listen and obey what the President instructed) well, for now we just have to become spectator of this despicable war.... and the battle continues
